In this challenge, you have to implement the `converter` function. 

```C
void converter(int n, int base);
```


You are given a number, `n`, and target base, `base`. Your task is to write a program that converts a given number, `n`, into a given numbering system, `base`. For example, using this program, we should be able to convert **328**   into its octal or hexadecimal equivalent. The program intends to do this number conversion using a recursive function.
