The Case Study

Explore how to manage complex document processing in a public sector housing agency, balancing efficiency with legal and accountability requirements. Learn to define authority boundaries, handle varied document types, support human oversight, and plan solutions that improve processing times without compromising eligibility decisions or data sovereignty.

A housing-support application arrives as a form, ID, payslips, a tenancy agreement, and utility bills. Turning that packet into usable information can help a caseworker. Turning a missing-document flag into a rejection changes an applicant’s outcome.

The fictional national Housing Assistance Agency needs faster processing while keeping eligibility decisions with caseworkers and preserving applicants’ appeal rights. Your first task is to establish that authority boundary before proposing how to process the documents.

What arrives each year?

The agency processes about 400,000 applications annually, with 60% arriving on paper. Some forms are handwritten, and seven form versions from the last 15 years remain in circulation. The typical packet combines the application form with identity, income, tenancy, and utility evidence.

Those facts describe several kinds of work inside one apparent task, “read the application”:

  • Recognize the form: Determine which version supplies the labels and structure being read.

  • Read the content: Interpret printed or handwritten entries without silently substituting a plausible value.

  • Identify supporting documents: Establish which submitted material is an ID, payslip, tenancy agreement, or utility bill.

  • Prepare information for review: Preserve the connection between a proposed value and the material supporting it.

A successful transcription of the form would address only part of this work. It would leave open whether the supporting packet was fully inspected and whether the proposed information accurately represents its contents.

The document variety also constrains what you can infer from a demonstration. Reading one clean form shows behavior on that form. Seven circulating versions and handwritten entries mean that the national workload contains variation that a single demonstration cannot represent.

This chapter combines multimodal inputs, large-scale processing, and sovereignty constraints, reflecting the Cloud Consulting FDE track. Trust, sovereignty, and accountability determine which technical choices are acceptable.

Why eleven weeks?

The agency has a backlog of 140,000 applications and an average processing time of 11 weeks. Its 600 caseworkers spend most of their time typing and checking document data. The minister has publicly promised processing within four weeks within a year.

These figures establish urgency, but they measure different things:
