Case Study: Build the Principles Checklist for Review

The Secure GenAI Decision Packet case is now past the point where good intentions help. The team has the CP-01 AI Use Intake Note and the CP-02 Data and Environment Decision Record written, and the constraints in them are already binding on what can happen next. The current stance is CONDITIONAL GO for a limited pilot, but only when inputs are public or synthetic because sensitive incident-ticket content remains a no-go in an unauthorized environment. Authorization is still unresolved, and the NSS boundary is still uncertain and routed to Security/CIO plus ISSM/ISSO.

That leaves a common mistake that looks like progress. Teams treat the principles as something they can claim after the pilot starts, once they see whether the output seems helpful. The defensible move comes earlier because the first pilot output that influences prioritization has already made someone accountable. A reviewer later will not ask whether the tool looked safe. They will ask who owned the decision, what checks were done, what evidence exists, and what would have stopped the use.

The next artifact is the CP-03 Principles Checklist, and it has to read like a decision-support document. It should tie each DoD AI Ethical Principle to one or more concrete controls in this workflow, name the role that owns each control, and point to evidence a reviewer can request. It also has to keep uncertainty visible because the right response to missing authorization evidence is not to guess, but to record the unresolved question and keep scope constrained.
